Does ADS-B detect every aircraft?

No. Reception depends on aircraft equipage, transmissions, receiver coverage and conditions. Non-equipped or non-broadcasting aircraft may be absent.

Is this a certified collision-avoidance or separation system?

No. ADS-B input supports situational awareness and deconfliction workflows. It is not a substitute for certified detect-and-avoid, collision-avoidance systems or air traffic control separation.

What is the difference between ADS-B In and Out?

ADS-B Out broadcasts an equipped aircraft’s information. ADS-B In receives available broadcasts. The AMS upgrade described here is an input / reception capability.
